BNCC Files First FIR Against Four People for Garbage Dumping in Banaswadi

In a first for the city, the Bengaluru North City Corporation (BNCC) has registered a criminal case against four individuals for allegedly dumping waste on 7th Main Road in Banaswadi. The enforcement action was taken after the accused allegedly dumped garbage at a site that civic authorities had recently cleared as part of an anti-littering drive and subsequently refused to pay prescribed fines.

According to civic officials, ward marshals conducting night patrol spotted the four individuals allegedly dumping waste at the Banaswadi location on July 16. When the marshals intercepted them, the accused allegedly refused to pay the required fines and proceeded to dump the waste at the site despite the confrontation.

Following the encounter, the assistant general manager of the Sarvagnanagar division of Bengaluru Solid Waste Management Limited (BSWML) lodged a formal complaint at the Banaswadi Police Station on July 25. Once the violators failed to pay the fine, police booked them under charges of allegedly polluting the environment and endangering public health. Civic authorities confirmed that the offence is non-cognisable and bailable, carrying a maximum penalty fine of Rs 1,000.

Civic officials emphasized that this is the first time an FIR has been registered in the city specifically for illegal garbage dumping. Authorities explained that criminal proceedings are initiated against violators if they are caught dumping waste and refuse to pay fines despite being given time to comply with civic regulations.

The crackdown comes amid the Greater Bengaluru Authority’s Safe Footpath Campaign alongside a city-wide effort focused on cleaning vacant plots and eliminating garbage black spots. Before the incident took place, civic officials had restored the location on 7th Main Road in Banaswadi, conducted public awareness campaigns to discourage indiscriminate dumping, and deployed ward marshals to actively monitor the area.

Pommala Sunil Kumar, Commissioner of the BNCC, stated that the civic body would continue to pursue strict legal and penal action against anyone found dumping waste at sites that have been restored and cleaned by authorities.
