Kerala and Tamil Nadu add AI to cabinet portfolios to modernize state governance

The state governments of Kerala and Tamil Nadu have recently integrated Artificial Intelligence (AI) into their cabinet-level administrative structures. This administrative shift comes as Karnataka leads India's digital economy, with Bengaluru serving as the country's technology capital, raising questions about whether the state will eventually require dedicated political leadership for AI.

In Kerala, the state government has formally integrated AI into governance by assigning additional AI-related responsibilities to its Industries and IT portfolio. Minister P Rajeeve is overseeing these AI-linked initiatives alongside his existing departments. The state plans to introduce AI into sectors including mining, geology, handlooms, textiles, and industrial development. Kerala also aims to promote AI-based startups and position itself as an investment-friendly technology hub.

Tamil Nadu has followed a similar path by expanding its IT department into the Artificial Intelligence, Information Technology and Digital Services portfolio. Minister R Rajaa has taken charge of this expanded department. Instead of creating a separate AI department, Tamil Nadu has embedded AI into existing governance systems to speed up administrative processes, improve public service delivery, and strengthen coordination across departments.

These portfolios do not function like conventional government departments with independent executive powers. Instead, they serve as cross-sector technology backbones. For instance, AI can analyze weather patterns, soil conditions, and market prices in agriculture, or assist doctors in healthcare by interpreting medical images and patient data.

While the UAE introduced one of the world's first AI-linked ministerial roles in 2017, standalone AI ministries remain rare globally. In Karnataka, which leads in AI research, startups, and digital innovation, experts note that AI could either remain within the IT ministry or evolve into a separate portfolio. However, constitutional and administrative authority will continue to remain with elected human ministers.
